Council Awards Street Improvement Bid To Davis Firm

Street improvements in Sulphur could be getting closer to fruition as council members approved a bid of $1,811,959.50 by Pavers, Inc of Davis, for the first major paving project within the city in the past seven years.

Bids for the project were opened at the city hall on September 25 with five eligible bids being received. Pavers, Inc. was the lowest bidder on the project. It is unsure when the work will actually begin, as now city officials are waiting on bids for an inspector for the project. Although several blocks of streets throughout the city are on the schedule, the only main thoroughfare on the list is 5,785.05 feet of West14th Street.

Other streets listed on the project include:

•West Ardmore Avenue – 1,337.64 feet.

•East 4th Street – 2,116.73 feet.

•East VinitaAvenue – 1,377.44 feet.

•East Tahlequah Avenue – 1,811.69 feet.

•East 2nd Street – 1,142.00 feet; and

•West Tishomingo Avenue – 870.25 feet.

In other council action Monday, members approved a request by City Manager Andy Freeman to allow him to make application for a City of Sulphur/Sulphur Municipal Authority Credit Card through Vision Bank.

The card would be used for making hotel reservations for staff to attend meetings or training and other uses that may require a credit card. Once the application is approved and limit is established, Freeman said he would get with the city attorney and compose guidelines and restrictions for use with council approval. The City currently has two other credit cards; one from Walmart (which is being phased out) and one with Tractor Supply.

Council members approved a bid from O’Reilly’s for $3,999.00 for a new long block engine for a ¾ ton pickup and a bid of $6,981.00 from Chickasaw Communications for a storm siren head located at the golf course.

In other agenda action, members approved the following:

•release to Myer’s Engineering on the completed fuel farm project;

•an easement for Arbuckle Master Conservancy District to cross City of Sulphur property for pumping lake water to the city’s irrigation lines; •payment of $58,952.06 to EAI for mold remediation at the Arbuckle Historical Museum;

•reappointing Darryl Carter to the Historic Preservation Commission;

•a 50year capital improvement plan for the Sulphur Municipal Airport;

•payment of $2,861.25 to Del Sol for storm debris consultant services;

•authorizing Andy Freeman and Clerk Shannon Couch to access and administer the Oem Revolving Fund Loan through Emgrants;

•budget amendments to transfer funds to reimburse 1/6 water sewer & plant account for prepaid engineering services on the OWRB/Chickasaw Nation Grant Project in the amount of $544,405.99; and

•changer order No. 4 for Marsau enterprises on the amount of $12,670.00 for exploratory water line relocate on 10th and Wynnewood in conjunction with the lead line replacement project on Wynnewood Street.

Two items on the received no action. One was to establish a TIF review committee and appoint member on the committee. Freeman told the board this action was not ready to be done. Also No action was taken on making a portion of Broadway three lanes instead of four. Freeman said the possibility of that being done is probably as least three or four years down the road.

In correspondence and updates, Freeman reported the latest sales tax collections as $291,782.00 down $80,000.00 from last month; use tax at $30,434.14, down $21,000.00 from last month and lodging tax $2,578.78, down $4,000.00 from last month. The fuel farm at the airport reported sales of $2102.45 for the past month.

Freeman also updated members on other ongoing projects and issues. Members were also updated on various grants being sought for the City of Sulphur.

All five board members were present at the meeting.
