Todd began his formal education by attending kindergarten at Dougherty Elementary School and completed first through twelfth grades at Davis Public Schools. He also received an associate degree through the U.S. Navy. While serving in the Navy, he worked as an electronic technician for nine years aboard the USS Hartford submarine and served four years and three months as a recruiting officer. Todd received two Navy and Marine Corps Achievement Medals, the Navy Meritorious Unit Commendation, the Navy Good Conduct Medal, the Navy Expeditionary Medal, the Global War on Terrorism Service Medal, the Sea Service Deployment Ribbon, and the Recruiting Command Excellence Award with six Gold Wreaths.
Todd was very active in extracurricular activities while attending school. He participated in 4-H for five years and in FFA for four years, where he served as an officer for multiple years and as president during his senior year. He also earned the State FFA Degree. Todd was an excellent vocal student and was selected for the State FFA Chorus for two years and the Davis High School Executives for one year.
Todd had many talents and worked for several contractors, performing construction, framing, plumbing, electrical work, and many other tasks. One of Todd’s favorite hobbies was working with cousin Wendel’s rodeo bulls. Together, they sorted and loaded the bulls onto trailers, transported them to bull-riding events, and enjoyed watching them perform.
Born to Todd were two fine young men, Trenton Fine and Joshua Fine, whom he cherished deeply. In addition to his two sons, he is survived by his parents; three uncles, Steve Ratchford and wife Linda, Carl Ratchford and wife Debbie, and Rudy Fine and wife Lela; one aunt, Jan Smith; and numerous cousins.
Todd was preceded in death by his grandparents and his uncle, Pat Fine.
Funeral services will be held at 10:30 a.m., on Friday, August 12, 2026, at the Central Church Fellowship of Believers, located at 45 Shepherd Hills Rd., Sulphur, OK 73086. Brother Thomas J. Thompson and Pastor Willard McCartney, Jr. will officiate the service. Interment, with military honors, will follow at the Green Hill Cemetery, in Davis.
